Pedestrian safety when driving in Palm Beach
The laws apply to both pedestrians and drivers, but being the "predator" in the situation, drivers are most likely to be dealing with tickets if caught violating any laws. That said, always look out for pedestrians even if they are doing something illegal - at the end of the day, the hassle of an accident is far worse than the irritation of avoiding someone who is "in the wrong".
Pedestrians in a crosswalk, no matter whether there is a light or a crosswalk sign to direct them, must always be stopped for. If a ped is in the crosswalk, you as the driver are always in the wrong. While pedestrians are technically not supposed to walk on streets without sidewalks, if they do, it's still on you.
If there is a sign indicating pedestrians, regardless of crosswalk, drivers MUST give the right of way to pedestrians no matter what. Also, if a pedestrian is half on, half off the roadway, it's still their lane.
If you are driving and someone in front of you stops for a pedestrian, under no circumstances can you pass that vehicle. It's against the law.
